Summary

The Commercial Directorate plays a unique role in driving efficiencies and unlocking value across the healthcare system. Around £110 billion per annum is spent on the NHS, and by improving the efficiency with which this money is spent we will deliver better outcomes for patients and better value for money for tax payers.

Delivering behavioural change across a devolved healthcare system is a fantastic challenge and one that requires us to recruit people with deep expertise, the ability to influence others, excellent judgement and the confidence and desire to drive improvements across the system.

The Department of Health and Social Care (DHSC) has an annual procurement spend that has recently risen to £15bn, covering a wide range of services and goods.

The Vaccines and Medicines Countermeasures (VMC) team is a function within the Commercial Directorate of the DHSC, whose core purpose is delivering efficiencies for Public Health England, subsequently the United Kingdom Health Security Agency (UKHSA) and the DHSC in the procurement of medicines, including vaccines, emergency planning and pandemic flu. The team also undertakes new procurement projects that are best sourced and managed by central government.

The Procurement Officer Commercial Practitioner Projects (SEO) will be responsible for starting and managing all new and irregular projects given to the VMC team and managing the contracts to conclusion effectively. The role will support all areas of the VMC team providing the individual with a broad foundation in medicines and vaccines procurement.

Job description

  • Be a procurement specialist.

  • Be responsible for managing all new and irregular sourcing and procurement projects.

  • Assist the two Commercial Leads as directed by the Senior Manager.

  • Engage with national and global suppliers and manufacturers of the vaccines and the stockpiled medicines.

  • Provide regular reports and other business information as required to Public Health England and other stakeholders.

  • Deliver procurements to meet business needs for the best possible value for money.

  • Provide robust commercial assurance for business cases, within delegation limits, from DHSC Groups and the wider health family.
  • Comply with Civil Service policies and procedures; this includes ensuring that responses to Freedom of Information Requests and Parliamentary Questions are handled robustly and accurately.

  • Contribute towards and help to build a commercially focused culture within the team and work to develop relationships with key stakeholders to improve commercial understanding across the business.

  • Proactively support the professional development of yourself and team members and take responsibility for the ongoing performance and development of reporting staff.

  • Contribute proactively towards an environment that enables empowerment and support of the team.

  • Be an active member of the Vaccines and Medicines Countermeasure Team and work collaboratively to deliver the team’s objectives.

  • Be a competent in the use of the Department’s e-procurement system.

  • Undertake other duties and responsibilities as appropriate to the grade of the role as required

4. REQUIRED PROCUREMENT PROFESSION SKILLS AND COMPETENCIES

  • Candidates will have a Level 4 CIPS or working towards it but this is not a requirement for the role. You can demonstrate your skills and knowledge through your experience in a procurement role.
