What are we offering?

DWP is looking to recruit a Senior Librarian, Knowledge and Research specialist to join the DWP Research Library of the Central Analysis and Science Strategy Unit (CASS) which is part of the Central Analysis and Science Directorate (CASD).

This Directorate supports the whole of the DWP Analytical Community. The analytical community at DWP comprises of around 700 analysts; made up of Economists, Statisticians, Operational Researchers, Social Researchers and Data Scientists who all work together to provide support, challenge and advice to colleagues and Ministers right across the Department, its delivery bodies and beyond. It is one of the largest analytical communities in Government and is an exciting and dynamic place to work. CASD provides support to enable this community to operate to a world class standard and promotes continuous improvement, new ideas and ways of working to enable this.

The Library has recently moved into this Analytical Community in order to embed it into our research vision and to strengthen our Knowledge Management capabilities as an Analytical Community. You will work alongside a Senior Librarian, each managing a team, responsible for the day to day management of the services and supporting the leadership team to continue to integrate the Librarians into the Analytical Community whilst continuing the development of the Library service to the wider Department}.

The Library is organised into two teams with joint leadership provided by two Grade 7’s with responsibility for the following strategic objectives:

a) ‘Library without Walls’: creating a user experience which is the same for those who come into Caxton House and those who access it virtually. Current work on this includes the development of a portal to all our journals, library catalogue and Knowledge Bank.

b) Knowledge Management: continuing to implement and bringing new ideas into our Knowledge Management Strategy for the Analytical Community.

c) Research Excellence: building on the excellent work of the Research Librarians who undertake literature searches for the analysts and for the wider Department.

Job description

Our primary responsibility will be:

  • The day to day operations and management of the Research Excellence objective including the management and development of 2 Librarians and 1 Assistant.

  • Part responsibility of ‘Library without Walls’ for the day to day operations of front of house service in Caxton House.

  • Provide training and awareness sessions to enable colleagues across DWP to search and use the library catalogue and perform literature searches.

  • Supporting the Implementation and planning of the Research Library Strategy and performance measures and insight.

The Research Libraries remit is wide-ranging and provides a service for the Department, covering a comprehensive loan collection of books, selections of digital resources, official publications, access to databases, archive holdings and a expert research service to colleagues across DWP.

You will be reporting to the G7 Principal Research Officer responsible for the Research Excellence objective.

You will be the primary contact for colleagues who commission research by engaging and conducting reference interviews to help define requirements, scope, timescales and deliverables.

You will work closely with Principal Research Officer to agree priority of workloads, assign research briefs and tasks to the team. You will also reprioritise if necessary and develop and maintain a plan of on-going and future work.

You will design and deliver a range of training and awareness sessions to enable colleagues across DWP to search and use the library catalogue and perform literature searches.

You will develop, set and communicate the standards for literature searches so the team and customers are aware of the minimum standards and quality of deliverables.
You will sign-off and check deliverables with the with Principal Research Officer, coaching and supporting as necessary.

You will also contribute to the delivery of Library without Walls’ ‘managing the front of house site at Caxton House, delivering high quality front office services through management of the library collections, purchasing of new books, engaging users and capturing insight.

You will be primary contact for the Library Management System, including supplier engagement, including the responsibility for new books and collection management policy on print and eBooks setting metadata standards and protocols.

You will contribute towards the wider implementation of the Library strategy and take responsibility for the identifying and collation of measures for the Research Excellence objective.

Be an active member of the Professional community by networking with external professional organisations, helping to apply best practices, knowledge and reusing insights.

Play a role in the management of people within the Knowledge and Research community, driving culture change, taking responsibility for own learning and encouraging others to follow.


Key Criteria

We are looking for applicants who are able to demonstrate the following criteria:

  • Proven experience of of managing Libraries/Librarians and delivering change. (Lead Criterion**)
  • Ability to work individually and as part of a team to promote a positive and energetic working environment.
  • Experience in delivering literature searches to inform policy or other organisational needs.
  • Extensive understanding of best practice for writing and organising knowledge articles.
  • Deep understanding of database / catalogue management/ Library Management Systems.
  • Ability to work with stakeholders from across different professions and grades to problem solve and explain complex financial terms.

**The lead Key Criterion is: Proven experience of developing appropriate Knowledge Management strategies and policies. If there are a high number of applications, the lead Key Criterion may be used to conduct an initial sift and applications that do not meet the minimum requirement for this criterion will not progress to a full sift. The lead criterion may also be used as a tie breaker, should a high number of candidates achieve the same score.


The candidate must possess a Knowledge and Information Management (KIM) professional qualification i.e. First Degree or Postgraduate Qualification in a KIM related discipline such as Library and Information Studies, Knowledge Management, Information Science or Information Management, particularly those which have been accredited by CILIP or provide of proof of admittance to the Register of a relevant KIM professional body. Currently this includes CILIP Chartership (MCLIP) or Fellowship (FCLIP).
