Open Data Technical Lead - Parliamentary Digital Service

We are looking for an experienced open data technical lead who will be expected to spend the majority of time developing and supporting the open data platform, setting standards and processes.

We are developing a new Data Platform for parliamentary procedure data, which will replace existing data platforms and the services running off them. The technical lead will be a key member of the team, head of open data, architects and software development team members. The role will involve developing the Extract, Transform, Load (ETL) framework for integrating upstream master data sources from parliamentary business systems into the Data Platform, as well as developing API’s to expose the integrated data as data services for internal and external clients, and migrating existing Data Platform services to the new Data Platform.

We are currently looking for candidates who have:
  • Experience in successfully developing, delivering and managing a resilient and scalable data integration platform service
  • Experience in developing user interfaces to allow engagement with the integrated data. Examples include search interfaces and rich data applications
  • Demonstratable knowledge and experience of multiple Extract, Transform, Load (ETL) frameworks and approaches, for materialising data from master data sources - via API, streaming data, RDBMS etc.
  • Demonstratable experience in designing and developing API’s for data – both search API’s, feed API’s etc. Experience with GraphQL an added bonus
  • Experience with developing with RDF graph databases in the cloud and significant use of SPARQL. Knowledge and experience in creating ontologies and writing R2RML mappers an added bonus

  • Plan and lead development on sets of related stories
  • Have an understanding of the whole Data Platform architecture
  • Work with other disciplines to understand what needs to be built
  • Coach and mentor more junior colleagues
  • Operate the production services they build
  • Find ways to improve system robustness, resilience, and stability
  • Ensuring high standards of quality in products and services being developed under their remit
  • Engaging all non-developer skills in the process of engineering solutions
  • Participating in the appropriate technical governance processes within the organisation
